Message	sometimes conflict. Seen here. Read how stopping a man for a brake light out turns into a 15 pound drug bust, then state law say's the cop couldn't stop him for the brake light out in the first place. Then read at the bottom how they came back and twisted the words around to make the stop stick just by changing the words.
